   There is a dilemma faced by those under attack.   If they appease their enemies that  rewards the aggressor for violence and so encourages the aggressor to be more violent and escalates the violence.  Yet if they fight back, that can also escalate the violence by provoking retaliation from the aggressor.  The solution may be an overwhelming attack.  In his autobiography, "My American Journey," Powell wrote that  he learned the following lessons from Vietnam and the Panama invasion:

Have a clear political objective and stick to it. Use all the force necessary and do not apologize for going in big, if that is what it takes. Decisive force ends wars quickly and in the long-run saves lives.
